NCIS investigating Sexual assaults

If you have read the rest of this website we don’t want to bore you with the same details but would like to make a list of the many reasons NCIS is incompetent and allowing sexual assaults to continue.

Understand that NCIS doesn’t make the decisions they just present the evidence to the command and they make the decision.  However if they handle all cases like our friends there may be reason the commands are able to get away with not prosecuting the offenders.

1.      The agent handling our friend’s case had no background in sexual assault.

2.      The agent wasn’t sure if he should contact the police, and then told our friend if she did he would stop investigating her case.  However that would have been the bases choice they could have continued the investigation.  And her agent had to ask about it, he didn’t even know.

3.      The judge advocate closed her case claiming she went to the police but never talked to her and should have been working with NCIS who started her investigation a month after they closed her case; she found this out 8 months later.

4.      She had to contact NCIS several times before they got back in touch with her and then said they knew they had a problem with emails, but no one was dealing with it. 

5.      It took three weeks from her first contact to get someone to contact her.

6.      When she spoke with an agent they promised to call her back within two weeks to check on her and that her agent handling the case would contact her within two weeks as well.  After three weeks no one had called her and the number they called from wouldn’t allow her to leave a message.

7.      She had to contact SAPRO to get in touch with NCIS for her.

8.      Her agent sent her case to an office that didn’t exist, and according to one report she wasn’t supposed to get, they didn’t even open the case for three weeks regardless.

9.      It took two months for NCIS to take her statement from her first attempt to contact them and over a month from when she was finally able to first talk to them.

10.  They didn’t interview the rapist for almost another two months.  And that was almost four months after her initial contact attempt.

11.  Her agent interviewed her rapist friends two weeks before he interviewed him giving them time to talk to him.  This was after her agent told her they wanted to surprise attack him.  That didn’t happen.

12.  NCIS gave her rapist two weeks to think about a polygraph test and to lawyer up.  He then pulled out of taking the test.

13.  NCIS would not give our friend a polygraph test.

14.  NCIS wouldn’t look into the fact this rapist Sgt. Maj. ignored her rape after she called him in April of 2010.  He should have contacted NCIS immediately.  He did randomly hand her letter to an agent over eight months later and after she had already contacted NCIS.  Her NCIS agent didn’t find this odd then talked to the Sgt. Maj. who she told her agent had let her rapist see information she had sent him.

15.  NCIS didn’t keep her informed and according to one of her advocates her agent completely mishandled her case and told her advocate that he couldn’t wait until he was done with her case.

16.  NCIS also told her they were waiting to interview her rapist because more important things came up.  At that point she was almost at the one year mark of her rape.

17.  NCIS never looked into other violations of the UCMJ that fell under their jurisdiction and went to his character. 

18.  NCIS didn’t want any evidence such as the terroristic threats made by her rapist, or other evidence that showed his mental instability, which according to the Dept. of Justice would have been significant to the case.

19.  SEXUAL ASSAULT AND RAPE CASES ARE SUPPOSED TO BE HANDLED SWIFTLY AND OUR FRIEND’S TOOK ALMOST FOUR MONTHS FROM WHEN SHE TRIED TO CONACT NCIS UNTIL THEY INTERVIEWED HER RAPIST.  AND THIS WAS AFTER IT HAD BEEN IGNORED FOR ALMOST A YEAR!!!!!!!

20.  HER NCIS AGENT HAD NO BACKGROUND IN SEXUAL ASSAULT, WHAT HE WAS SUPPOSED TO DO ABOUT LOCAL LAW, AND TOLD HER THERE WERE MORE IMPORTANT THINGS THAN HER CASE, WHICH HE HAD WAITED MONTHS TO START, AND THIS WAS AFTER THE JUDGE ADVOCATE HAD ALREADY CLOSED HER CASE WITHOUT HER KNOWLEDGE AND ON A LIE!!!!!!!!

21.  There was also a false report where the Sgt. Maj. made false official statements.  Everyone has asked why no one took statements from our friend.

22.  A second congressional office that has gotten involved questions the time this case took to investigate and how long it took them to start it and investigate the rapist.  Also the fact that no one wanted evidence or statements from our friend.  She has evidence the Sgt. Maj. ignored her rape and then lied about it and no one seems to care.

The government needs to take NCIS out of handling rapes and sexual assaults and involve another agency.  They also need to open up past cases and reinvestigate what NCIS has mishandled.
